Served as an OSCE election supervisor for municipal and national elections in Bosnia and Herzegovina, September 1997 (Sarajevo) and September 1998 (Banja Luka), and for provincial elections in Kosovo (Prizren) in November, 2001. Also served as an OSCE election observer in Macedonia in September 2002 (Gostivar) and May 2004 (Negotino), for the second round of Presidential elections in Ukraine (Makeefka) in November 2004,  for parliamentary elections in Montenegro (Pljevlja) in September 2006, parliamentary elections in Ukraine (Genichesk) in September 2007, presidential elections in Kyrgyzstan (Bishkek) in July 2009, and presidential elections in Belarus (Brest) in December 2010.   

 

          Completed a Leadership Development Program organized by the agricultural colleges        and experiment stations of the Land Grant University system, 1996-97. Participated in         two workshops and completed an internship focusing on international education in the    College of Agricultural Sciences and Natural Resources, University of Nebraska.

 

          Member of the review team for the Academic Program Review of the Department of           Anthropology at the University of Nebraska, 1997. 

 

Attended the Workshop on Human Rights and Human Diversity conducted by members of the University of Nebraska-Lincoln Program on Human Rights and Human Diversity, March 25-27, 1998.

          Senegal (1982):

Review of research on agricultural policy in Senegal and development of proposal for a research program to be conducted by the policy research unit of the Senegalese agricultural research institute (ISRA); contract with Michigan State University/USAID.

 

          Mediterranean France (1982):

Study of agro-food industries in Mediterranean France to evaluate the impact of and need for changes in a European Community (EC) structural directive; contract with the Commission of the EC.

 

          Madagascar (1985):

Conducted a short course in the economics of agricultural development for officials from the Malagasy Ministry of Agriculture (MPARA); contract with Associates for International Resources and Development/IBRD.

 

          France (1987):

Participated in a study of grain quality in France; contract with the Office of Technology Assessment (OTA).

 

          Senegal (1988):

Helped prepare a Project Identification Document (PID) on agricultural research for USAID in Dakar; contract with USAID/Senegal.

 

Niger (1988):

Evaluation of a Peace Corps development program aimed at African food systems; contract with Peace Corps.

 

Niger (1989):

Design of a system to monitor the impact of USAID policy reform programs in Niger; contract with Abt Associates and USAID/Niger.

Assisted in the planning for a new agricultural sector grant to be funded by USAID; contract with Abt Associates and USAID/Niger.

 

Tunisia (1992):

Team leader for project to develop action plans for improved market information, agricultural statistics and grain inspection and grading as part of Tunisia's grain market reform program; contract with Abt Associates and USAID/Tunisia.


Guinea (1997):

Evaluation and reformulation of a project proposal to establish a banana plantation and banana fiber extraction operation in Guinea; contract with the Common Fund for Commodities (UN).
